Procurement

Dublin Port Company (DPC) conducts procurement in full alignment with Irish public procurement regulations and EU frameworks emphasising transparency, equal treatment, proportionality, and non-discrimination. DPC also follows the Code of Practice for the Governance of State Bodies and the Office of Government Procurement (OGP) guidelines to ensure consistency across procurement planning, execution and oversight.

Contract Thresholds

Tender Type Description
Informal Tendering For contracts valued below €50,000, DPC applies its internal procurement policy in compliance with applicable law.
Formal Tendering Contracts over €50,000 are publicly advertised on eTenders, the Irish Government’s electronic tendering platform.  Suppliers can register, receive notifications, access documents, and submit tenders online.
EU Tendering Contracts exceeding EU financial thresholds follow full EU procurement procedures, including publication  in the Official Journal of the European Union. 

Terms and Conditions

DPC purchases goods and services in accordance with its Standard Terms and Conditions for the purchase of Goods and Services.

These terms do not apply where a formal written contract has been negotiated and issued by DPC.

Prompt Payment of Accounts

DPC pays suppliers in accordance with:

  • The European Communities (Late payment in Commercial Transactions) Regulations, 2002
  • The Prompt Payments of Accounts Act, 1997.

Unless otherwise agreed, the standard credit period is 30 days.

Sustainable Procurement

In 2025, DPC launched its Sustainable Procurement Policy, reflecting our commitment to:

  • Environmental stewardship
  • Social responsibility
  • Economic sustainability.

DPC follows the National Green Public Procurement (GPP)  Guidance and Criteria for the Public Sector, integrating sustainability into every stage of the procurement process.

“Green Public Procurement (GPP) is a process whereby public and semi-public authorities meet their needs for goods, services, works and utilities by choosing solutions that have a reduced impact on the environment throughout their life-cycle, as compared to alternative products/solutions”.

DPC is embedding sustainable practices across its supply chain, guided by our Supplier Code of Conduct and the core principles of transparency, proportionality, equal treatment, mutual recognition and non-discrimination.
