Dublin Port Company Launches Public Consultation on Alexandra Basin Redevelopment 2 (ABR2)

Dublin Port has today launched the public consultation for the Alexandra Basin Redevelopment 2 (ABR2) Project, a proposed new planning application for consent to complete essential works at Alexandra Basin and Berths 52 and 53.

The ABR2 Project represents a focused and significantly reduced proposal from the original ABR project and seeks to complete the remaining permitted works within Alexandra Basin West. These works are required to fully realise the benefits of the original ABR Project, which was granted planning permission in 2015 and has already delivered major improvements to Dublin Port’s infrastructure and operational capacity.

The original ABR Project has delivered substantial port infrastructure since 2016, including new and rebuilt quay walls, a new RoRo Freight Jetty, dredging of the navigation channel, removal of obsolete infrastructure, and extensive environmental remediation works. These improvements have enabled larger vessels to safely access Dublin Port more frequently.

The ABR2 Project focuses on completing the remaining elements of the original permission and does not propose any expansion beyond the existing port footprint. Proposed works include the final phase of dredging within Alexandra Basin West, including the treatment of sediment; the infilling of the Terminal 5 (Berths 52/53) basin using treated material; and the raising of yard levels at Terminal 5 to support the future Unified Ferry Terminal, which has already been permitted under the MP2 Project.

Some elements that formed part of the original ABR Project are no longer being pursued and have been formally excluded following a separate planning consent granted in 2025. These omissions significantly reduce the scale and scope of the original project and include works at the North Wall Quay Extension and the excavation and restoration of Graving Dock No. 1, which will instead form the basis of a separate consent at the appropriate time.

The ABR2 planning application will be accompanied by a comprehensive Environmental Impact Assessment Report (EIAR) and Natura Impact Statement (NIS). These assessments are being informed by extensive environmental monitoring and survey programmes that have been in place at Dublin Port since 2016, alongside additional ecological surveys undertaken in 2025. The assessments will also consider changes in national and regional planning and environmental policy since the original ABR Project was permitted, including Ireland’s Climate Action Plan 2025 and the National Marine Planning Framework.

As part of the consultation process, Dublin Port Company is hosting three public information events in March with its technical and environmental advisors to present details of the ABR2 Project and respond to questions.

  • Wednesday 25th March: East Wall – Seán O’Casey Community Centre, 4pm-8pm
  • Thursday 27th March: Ringsend – Clanna Gael Fontenoy GAA Club, 4pm-8pm
